Can these tests be performed accurately when ground is frozen, with snow on top of the ground?

If you can manage to get a soil sample, thaw the soil and then you can do the test accurately.

Does this come with the solution to do the tests?

Yes - you make the solution by dropping the little colored capsules (in the product photo) into your soil/water mix.

don't bother
I love Stark Brother's, so I hate to do this. But it's actually a reflection of the company that makes these soil testers. It was a complete waste of 20$, my blue and purple capsules were all broken open and melting inside the package before I even touched them. None of the colors were accurate at all when i could test the soil. For example, if it should have a been a shade of blue it was green, if it should have been orange it was more a tan, green was more a blue hue and pink was more a beige tone. So, I cannot even guesstimate what my soil is. Very disappointed in this product.
