It's really quite simple to keep a blueberry as small as you'd like it. Prune it back while it's still dormant for best results.
Thank you for your question. The age and size information for our blueberries is as follows: 4” pot: 6-12 months old and 4” tall; Small gallon container: 2 years old and 12” tall. Our blueberries will typically take 2-3 years after planting to reach maturity and bear fruit.
I got my plants in the fall 2015. The following spring they were still very small plants but they, to my surprise, made some beautiful berries. The plants are some bigger now so I'm hoping that this coming spring I'll have even more. Note: Our soil is not acidic so I have them in a raised bed and mulch with lots of pine needles from my in-laws pine tree.

Yes, Misty has a low chill requirement of 300 hours, and so is recommended for warmer climates as well as cooler areas to zone 5. "Chill requirement" refers to the accumulated annual hours of temperatures a plant experiences between freezing and 45 F that is required to break dormancy.
We live in Zone 9B & we have had great success with blueberries, including Misty. However, the deer in our area have become nightly marauders and have destroyed all of our blueberries. We recently fenced in our backyard and will try blueberries again. I would say yes, you can plant Misty in September--just acclimate the plants to the planting microclimate and water daily for a week or two after planting. Check out online for suitable cross-pollinating varieties.
