I'm not sure how long it's been in that pot, but a good general rule for potted citrus trees is: If their roots have reached the inside edges of the pot, they will be encouraged to bloom. If your tree has been in that pot long enough for the roots to reach the edges, you might try to lightly root prune. Not a lot, just enough to disrupt some of the roots near the inside edge of the pot. Another option would be to use a fertilizer that encourages blooming*.

Small to medium; About the size of a golf ball, maybe a little larger.
We would recommend a soil test for both pH and nutrients before doing any amendments. The soil may be too alkaline, but it may also be missing nitrogen, a nutrient that has a great deal to do with the sweetness of the fruit. Also make sure you are waiting until the fruit is completely ripe; underripe oranges will always be very tart-tasting.
It is virtually seedless - most fruit is seedless, but you may occasionally encounter 2-4 seeds in a fruit.
This tree can grow to be 6-10' tall and 4-5' wide, but you can keep it as small as you like by pruning.
