Does this mean I should not use it on a tangerine tree that has fruit?

BEST ANSWER: The product makes no reference for use on nectarines, so we would advise against it. You're better off to just prune the suckers off. Here is a link to the product label: Bonide Sucker Punch:

Stopped crab apple tree suckers all season
I highly recommend this product and in fact purchased it again this year. I have beautiful flowering crab apple tree in the front yard that sprouts suckers from the base of the trunk and even nearby roots. I used a weed trimmer to cut the suckers off, then applied Bonide Sucker Punch. The treated areas were free from suckers for the entire growing season.
